National Audit Office to launch vital resource for all NAVCA members: The National Audit Office is launching a new version of the Decision Support Tool, Successful Commissioning: How to secure value for money through better financial relationships with third sector organisations. This is a vital resource for all NAVCA members. It is aimed at local commissioners, rather than central government, making it extremely useful for members. Crucially, it supports a continued role for grant funding.
The online launch is at 10am on 17 March but you can go to the NAO website now to get more information. This includes a video featuring Katy Wing (NAVCA Director, Improving Local Services). Speaking about the resource, Katy Wing said “All NAVCA members should download a copy of this guide. It will be an invaluable tool in helping local voluntary and community organisations challenge poor commissioning practice. But it will also be extremely useful in helping the local voluntary and community sector to work constructively with local commissioners and develop a shared understanding of commissioning processes.” Following the launch event, the Successful Commissioning guide will be available via the NAO website. The NAO are also inviting people to email them if they want to be notified of subsequent updates to the guide, or want to make any comments on the guide or submit any practical examples. As well as NAVCA, the guide is supported by the Audit Commission, the Commission for the Compact, the Department of Communities and Local Government, the Department of Health, HM Treasury, the Local Government Association, the National Council of Voluntary Organisations, the NHS Confederation and the Office of the Third Sector.

The Scottish parliament has repealed a restriction set a century ago on the amount a specific charity could give out to its beneficiaries (widows living in Govan or Glasgow). The maximum had been set at £25, suitable then but not now.

Alliance magazine has started an online debate on whether the argument that the values of civil society are in danger of being overwhelmed by market forces is valid or a false polarisation.

Two "works in progress" reports from the Northern Rock Foundation's Third Sector Trends Study have been published.
'What makes a Third Sector Organisation tick?' is based on the study of fifty third sector organisations in North East England and Cumbria, and finds that there is higher management capacity than is sometimes thought, but they are less good at communicating their value and impact.
